Add support for tagging networks

Hi All,

Although ManageIQ supports networks/LAN tagging, this functionality is not exposed via API.
LANs are missing in list of supported objects:
https://www.manageiq.org/docs/reference/latest/api/reference/tagging

Is this something that is planned or it needs an RFE?

If you could open an RFE on the https://github.com/ManageIQ/manageiq-api repo that would be greatly appreciated. There are a number of things that are missing from the API that need to be added, and ultimately we want them all, but having an RFE helps prioritize.
