Minimum permission for chargeback calculation (EC2)

What is the minimum permission required for the aws user(access key), if I just needed to use it for chargeback only

I am not an expert on AWS, but chargeback is based on reporting. You need to have access to the C&U data to be able to do chargeback. Inventory should be there too.
