VM Console button greyed out

Hi All.

I’m running ManageIQ (ivanchuk-6) on OpenStack (Train), but the Web Console button to access a provisioned VM is greyed out for non super-administrator users:

However, the button is available in the Self-service UI:

Is this a bug, or is there a way to enable the web console in the admin site?
